打造绿色金融中心可信数字底座 推动“星火·链网”落地香港

Dear leaders from Hong Kong Financial Services Development Council and Friends of the Earth, distinguished guests of Earth Forum 2023, ladies and gentlemen, good morning!

非常感谢论坛组织方的邀请。非常荣幸，能有机会在今天的论坛进行分享。在此，我也代表中国信通院余晓晖院长，对香港地球之友成立40周年表示祝贺，对长久以来致力于ESG事业的各界人士表达敬意。

Thanks for inviting me to join today’s event. It is a great honor for me to share some of my thoughts with you. First, on behalf of Mr. Yu Xiaohui, Director of CAICT, I would like to congratulate Friends of the Earth (HK) on its 40th anniversary. And also, let me express my respect to all those who have been working tirelessly in the field of ESG.

绿色低碳发展是全球各国的一致共识，中国提出“碳达峰碳中和”的重大战略决策，是着力解决资源环境约束突出问题、实现中华民族永续发展的必然选择，也是构建人类命运共同体的庄严承诺。香港是全球金融中心，国务院2019年发布的《粤港澳大湾区发展规划纲要》，明确表示支持香港打造大湾区绿色金融中心，也体现了香港在我国双碳战略中的重要地位。

Green and low-carbon development is a consensus among all countries worldwide. China’s major strategy of carbon peaking and neutrality is a must-do in order to relieve the constraints of resources and environment on economic growth, and to achieve sustainable growth. It is also a part of the solemn commitment of building a global community of shared future. As a global financial center, Hong Kong plays a crucial role in our country's dual-carbon strategy, which is highlighted in The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area released by the State Council in 2019, a guildline that supports Hong Kong in building a green financial center in the Greater Bay Area.

中国信通院作为工信部直属的科研事业单位，近年来高度关注绿色低碳等相关领域，也在“科技赋能低碳发展”、“双碳园区建设”等方向持续推动技术研发、标准制定、产业培育及应用孵化工作。我们也希望能够依托内地的工作基础，为香港打造全球绿色金融中心做出力所能及的贡献。

As a scientific research institute directly under the MIIT, Ministry of Industry and Information Technology of China, CAICT highly values green and low-carbon growth. Aiming at achieving low-carbon industry and building dual-carbon parks, we have been promoting technological research and development, standard-setting, industry cultivation, and application incubation. Based on our work in the Chinese Mainland, we hope to contribute to Hong Kong’s transformation into a global green finance center.

上个星期我在香港参加了香港Web3嘉年华活动，会上向来自于全球的Web3生态伙伴们正式推介了我们发起的区块链基础设施体系“星火·链网”，借此机会，我也向各位做简要介绍。

Last week, I attended the Web3 Festival in Hong Kong, where I officially introduced our blockchain infrastructure Xinghuo BIF to other guests working in the Web3 ecosystem around the world. I would like to take this opportunity to briefly introduce it to all of you.

“星火·链网”是中国信通院在工业和信息化部指导下，利用区块链、DID等技术构建的面向全球的新型数字基础设施。三年多以来，“星火·链网”致力于推动生态网络的建设和应用发展，形成了在内地的广泛地域覆盖，已建设了8个超级节点，并依托超级节点推动30余个应用骨干节点建设，覆盖行业包括绿色金融、智能制造、农业、能源、医疗、生物制药等。同时，“星火·链网”体系高度重视国际化发展，已建设面向“金砖”国家的厦门超级节点、面向“东盟”成员国的柳州超级节点，值得关注的是，马来西亚、澳门国际超级节点已完成签约并正在建设当中。

Xinghuo BIF is an innovative digital infrastructure built by CAICT under the guidance of MIIT. Utilizing technologies including blockchain and DID, we offer digital service for the world. Over the past three years, Xinghuo BIF network expanded, with wide application in the Mainland across several regions. Up to now, 8 super nodes are well built, based on which over 30 backbone nodes are under construction, covering multiple sectors including green finance, smart manufacturing, agriculture, energy, healthcare and biopharmaceuticals. Beyond that, international development is high on our agenda. The Xiamen and Liuzhou super nodes provide services for BRICS and ASEAN countries, respectively,, and Malaysia and Macao super nodes are already signed and under construction.

双碳是“星火·链网”国际化发展的战略级方向。目前我们已与西门子、SAP、松下、Treelion等大型跨国企业一道，共同探索区块链等技术在碳足迹追踪、碳资产流转、动力电池诊断等场景下的应用，并为此提供可信基础设施服务。

Dual carbon is a strategic goal for Xinghuo’s global vision. Partnering with multinationals including Siemens, SAP and Panasonic and Treelion, we provide trusted infrastructure services and increase application of blockchain in scenarios such as carbon footprint tracking, carbon asset circulation and battery diagnosis.

我们始终认为，香港是“星火·链网”体系国际化发展的关键，我们由衷希望也正在推动香港建设“星火·链网”国际超级节点，为香港的数字经济、绿色经济发展建设可信任的数字底座，也为香港实现内地、海外的碳资产可信流转构建技术基础。我们愿与各位一道，为香港打造国际绿色金融中心共同努力。

We have always believed that Hong Kong is a key to the global expansion of Xinghuo BIF. Accelerating the establishment of an international super node in Hong Kong, we hope to lay a trusted digital infrastructure for Hong Kong’s digital and green economy, and to build a technical foundation for Hong Kong’s trusted carbon assets circulation in the Mainland and abroad. We sincerely hope that through our cooperation, Hong Kong will soon grow into an international green finance center.
